Decision-making members are the grassroots of the Baltimore City Green Party. Party members are entitled to submit and vote on proposals to guide the activities of the BGP. Members can also run for party office and vote for party officers.

According to the party's bylaws, anyone living in Baltimore City or a legislative district existing in Baltimore City and another district (i.e., State Senate District 43), registered to vote with a Green Party affiliation (Green or "Other - Green") and who subscribe to the Ten Key Values of the Green Party may become a BGP member.
